2025 Comprehensive Plan for Brooklyn Released

In August 2025, the Brooklyn Borough President has released the 2025 Comprehensive Plan for Brooklyn, an updated roadmap for long-term, equitable growth, investment, and resource allocation across the borough. The plan builds on the 2023 edition and expands its analysis of housing, health, climate, jobs, education, transit, and community infrastructure.

New York City does not have a citywide comprehensive plan that guides long-term growth and resource allocation. Instead, planning often occurs through individual rezonings and agency initiatives. The 2025 Brooklyn Plan aims to take a broader view, identifying how interconnected challenges—such as housing affordability, transit access, climate risk, and economic opportunity—affect communities differently across the borough.

A key addition to this year’s update is the Access to Opportunity Index, which measures access to education, transit, jobs, health and active living, and climate risk. The index maps where opportunity is concentrated and where gaps remain, helping to identify neighborhoods that may benefit from additional investment in housing, services, and infrastructure.

The plan also highlights how proposed projects, such as the Interborough Express (IBX), could improve connections between historically underserved neighborhoods and job centers. By pairing data with policy recommendations, the document is intended to inform land use decisions and support advocates, agencies, and community stakeholders in shaping future investments.

The 2025 Comprehensive Plan is more than 350 pages and includes over 100 maps. It is intended as a planning tool and reference document and will be updated over time.
