The NYC Charter Revision Commission and the NYC Commission to Strengthen Local Democracy, which are reviewing the New York City Charter, have each released preliminary reports outlining areas they may explore further as they continue their work. Both commissions are continuing their review processes, with further updates and recommendations expected later this year.
The New York City Charter serves as the city’s governing document, similar to a constitution. It establishes the structure, powers, and functions of city government, including the roles of the Mayor, City Council, and city agencies. It also outlines procedures for budgeting, land use, public services, legislation, elections, and civic engagement
NYC Charter Revision Commission
Established in December 2024 by Mayor Eric Adams, the New York City Charter Revision Commission is reviewing the City Charter to identify ways to make City government work better. The Commission is holding public hearings across the five boroughs and accepting written testimony.
The Commission’s preliminary staff report summarizes public feedback and outlines possible focus areas as its work continues. These suggestions are not final and are intended to help guide future discussions.

NYC Commission to Strengthen Local Democracy
Created by local law in November 2024, the NYC Commission to Strengthen Local Democracy also reviews the City Charter. This commission was established by the City Council and may propose ballot initiatives based on public input and policy research.
The commission’s work uses public testimony and the policy experts’ analysis, with a focus on improving transparency, accountability, and public trust in local government.
