The Department of City Planning (DCP) has released the 2025 New York City Zoning Handbook, an updated guide that reflects recent changes to the City’s zoning rules, including updates adopted through the City of Yes initiatives.
First published in 1961 and updated periodically, the Zoning Handbook explains how zoning works in New York City and how zoning rules are applied and amended. The 2025 edition incorporates recent changes to the Zoning Resolution and updates terminology, maps, and summaries to reflect current land use regulations.
The handbook outlines zoning rules related to use, bulk, parking, and other core topics in clear terms. It also includes guidance on how to determine which zoning regulations apply to specific blocks or neighborhoods, along with practical examples.
This edition introduces and explains newer zoning terms and districts, including updates related to residential density, affordability requirements, accessory housing, and energy-related infrastructure. Charts and maps provide an overview of residential, commercial, and manufacturing districts, where they are mapped, permitted uses, and allowable building size and height.
